COFSS defines itself through “True” Partnership working, applying the principles of a new framework which has enabled a co-ordinated approach of multiple agencies. Strategically linked through its management, HoBtPCT, Birmingham City Council, Aston Pride NDC, third sector, local community groups; and practically through its users, COFSS has achieved partnership working in new ways, going beyond traditional methods of working, challenging and changing the way in which the mainstream and current services operate. One of the ways in which COFSS seeks to understand its impact, is through asking partners to evidence at the forums, the impact of using the COFSS Model, whether partially or wholly within their organisations. This methodology of working is set out in response to:

“…traditional models of fragmented, tokenistic ‘partnership working’…”

The mechanisms that are expected to lead to:

  • Better strategic and operational frameworks and policies, through which partners are given a sense of where their contribution ‘fits’ and how their priorities and activities can be altered to promote more joined-up responses to problems. Actions can then be co-ordinated and duplication reduced.
  • Undertaking a wide range of joint working, such as joint inductions and training for providers’ staff, and establishing and developing the Multi- Agency Development Forum. This is to ensure that providers have a clear understanding of expected standards and what other providers can offer, all leading towards a more appropriate service for residents.
  • Having greater strategic influence than would be the case if organisations were operating in isolation – which could work to promote mainstreaming.
